Calif. Governor Brown Announces Appointments for July 19, 2012

California Gov. Brown 2012SACRAMENTO, Calif. /California Newswire/ — Governor Edmund G. Brown Jr. on Thursday announced the following appointments: First, Lisa Bates, 43, of Sacramento, has been appointed deputy director of housing policy development at the California Department of Housing and Community Development. Bates has served as deputy executive director at the Sacramento Housing and Redevelopment Agency since 2007, where she has held multiple positions since 1991, including housing and community development director, housing program manager, senior housing finance analyst and redevelopment planner.

Bates is a board member for the California Association of Local Housing Finance Agencies, Sacramento State University Enterprises Inc., Urban Land Institute Sacramento, Alley Activation Alliance and the Downtown Sacramento Partnership. This position does not require Senate confirmation and the compensation is $120,000. Bates is a Democrat.

Barbara Blake, 60, of Los Angeles, has been appointed to the California Apprenticeship Council. Blake has served as state secretary for the United Nurses Associations of California and the Union of Health Care Professionals since 1996 and was a staff representative for both organizations from 1986 to 1996. She was a registered nurse at Kaiser Mental Health from 1980 to 1986, Cedars-Sinai Medical Center from 1978 to 1980 and Ronald Reagan UCLA Medical Center from 1977 to 1978. Blake is a member of the California Association of Physician Assistants, California Association for Nurse Practitioners and Federation for Accessible Nursing Education and Licensure. This position does not require Senate confirmation and the compensation is $100 per diem. Blake is a Democrat.

Douglas H. Bosco, 65, of Santa Rosa, has been appointed to the California Coastal Conservancy, where he has served as chairman since 2003. Bosco has worked as an attorney at Hanson Bridgett LLP since 2008. He was a partner at Holland and Knight LLP from 2004 to 2008 and a partner at Lanahan and Reilley LLP from 1990 to 2003. He served in the U.S. House of Representatives from 1982 to 1990 and the California State Assembly from 1978 to 1982. Bosco was director at the Marin County Housing Authority from 1975 to 1978 and director at the Marin County Department of Human Resources from 1972 to 1975. He earned a Juris Doctorate degree from the Willamette University College of Law. This position does not require Senate confirmation and the compensation is $100 per diem. Bosco is a Democrat.

Michael Lima, 45, of Fresno, has been appointed to the Mendota Designated Local Authority. Lima has been airports finance manager at the City of Fresno Department of Aviation since 2002. He was an adjunct professor at the Fresno Campus of National University from 2000 to 2001. Lima held multiple positions at the City of Fresno Budget and Management Studies Division from 1994 to 2002, including senior budget analyst. He held multiple positions at the office of the Fresno County Auditor-Controller and Treasurer-Tax Collector from 1989 to 1994, including senior accountant. This position does not require Senate confirmation. Lima is a Republican.

Randolph Lovell, 52, of Elk Grove, has been appointed aquaculture coordinator at the California Department of Fish and Game. Lovell has been a consultant at RLovell Marketing since 2011. He was a regional manager at Instrumentation Northwest Inc. from 2007 to 2011, president at Stillwater Farms from 2004 to 2007, general manager at Golden State Koi and Watergardens from 2003 to 2004, president and founder at Balance Aqua Systems from 1997 to 2003, director of the aquaculture division at Royce Instrument Corporation from 1993 to 2002 and aquaculture systems manager at Solar Aquafarms from 1986 to 1992. Lovell is a member of the California Aquaculture Association and the Groundwater Resources Association of California. This position does not require Senate confirmation and the compensation is $95,808. Lovell is registered decline-to-state.
